Moving Open File API bugs to Github Issues

Hi Arun, Jonas,

The File API spec currently has 9 open bugs in Bugzilla:

I think it would be helpful if all of these open bugs were copied/moved 
to Github issues so the Bugzilla component could be obsoleted i.e. 
configured as read-only and marked as "historical":

Is this something you can do over the next week or so?
