Hey Travis, Jacob,

We're considering matching the specification for
getElementsByTagName(), but wanted to make sure the Edge team is on
board too. https://bugzilla.mozilla.org/show_bug.cgi?id=492933 has
specifics. (If you're not on board, we'll have to consider changing
the DOM standard instead.

http://software.hixie.ch/utilities/js/live-dom-viewer/saved/111 has a
test, that's expected to log 0, 1.
