As far as punycode goes, #46 is intended to be agnostic, meaning that it is
only intended ​for those schemes where punycoding is the practice. However,
I see that it is not clear from the spec. Could you please, if you haven't
already done so, request a clarification with the
http://www.unicode.org/reports/tr46/#Feedback form?

The next meeting is in early May, where there is an opportunity to correct
this. That is the last opportunity to consider feedback before the document
goes final this summer, with Unicode 7.0. (Of course, will be subsequent
versions, but the next is not expected until summer 2015.)
