I am trying to build a single Bugzilla search to find ALL the MSE Last Call bugs.  I want to refine the search http://tinyurl.com/mkwygp4 which is for ALL MSE bugs to only show the LC bugs.

Some of the bugs use a Whiteboard of PRE_LAST_CALL and some use a Milestone of LC.  Some do neither.

Can we decide on a single way of marking the LC bugs and can we use that systematically on ALL the LC bugs?  That way I can modify the above search to find ALL the MSE LC bugs.
