Publishing the Encoding standard through W3C

Hey hey,

http://dvcs.w3.org/hg/encoding/raw-file/tip/Overview.html is getting  
closer to becoming ready to be referenced by a bunch of specifications,  
such as HTML, File API, XMLHttpRequest, DOM, etc. I have the feeling that  
once we start doing that some people will want it to be published by the  
W3C so it would be nice if we could find a place for it. Suggestions?
