This is the chronology of R114 that I found. In short, R114 was accepted
by the WG on 4 April 2002 and appeared in the 14 April 2002 draft as
accepted. However, the wording in the 24 April 2002 draft was weakened,
but there is no mention of this change in the minutes of the intervening
meetings.
My own personal take on this is that there probably was a reason why the
wording was changed, and it may have even been discussed by the WG (though
not minuted), but because neither the decision nor the rationale to change
the wording were documented in the minutes, the change should not be viewed
as a WG decision.
