Amaya fails to recognize entities in attribute values

Amaya (1.2 and 1.3) apparently fails to recognize character references in
attribute values.  For example, Amaya will not request the correct URL when
faced with <A HREF="foo.cgi?a=b&amp;c=d">...</A>.
