aria-level and MSAA/IA2 column

    JS: the UAIG states that the aria-level value should be
    represented in the accValue of an outline object.
    ... Alex says that something like this was done for MSAA,
    putting the value in the accDescription field.
    ... but since IA2, no longer do that.
    ... David cc'ed you (Cynthia) on emails about this.

    CS: I will check the email and look into it. It may be an
    editorial error.
    ... my guess is that it is obsolete, and we should take it out.
