Re: Selecting evaluation tools - Final (?) version

Hi Brent,

My suggestions are already in a pull request. Happy to do another one if 
the editors will find helpful, but that would only be later in the week. 
My hope was to give them feedback earlier, and check if it's sufficient.

Regarding level, point #1 and #2 are really the same underlying issue. I 
am not stuck on any particular wording but feel rather strongly that the 
document should be stand-alone as well as explain the tools list, rather 
than be so dependent on the tools list. Point #4 seems to be a mistake, 
and point #3 is for editors' discretion if in line with the style guide.
