Raman, I see a pointer to http://www.cs.cornell.edu/Info/People/raman/emacspeak/emacspeak.html in the ACSS draft: http://www.w3.org/TR/WD-acss in the "7 Further Reading" section. Do you wish to change that ? To put it in a separate "Implementation" or "Available Code" section ?
