I’d also add that CSV is usually super easy to import into Excel anyway, so if that’s what somebody wants, it’s not difficult to do. Excel can be more accessible than CSV, but my gut tells me it’s probably no better than CSV unless you put work into making it accessible. I do think that format is more future proof compared to Excel and provides a better machine readable format because you can add various metadata including the data type of your tabular data by using various vocabulary such as Dublin Core/schema.org... My feeling is that exporting data into Excel format is better than CSV b/c the relationship to headers would be better than CSV. Not sure if anyone can confirm this or provide more insight.
