And that's where the disagreement lies, I'd say.

We're dealing with a page refresh/reload here, so it *is* a navigation.

The links here load the same page (presumably with different GET 
parameters), so the links are in essence "load this page again, but this 
time have the table in this page sorted by X".

That's where we're thinslicing "is it *really* a link if it points back 
to the same page you're on but with different GET parameters?"
  In any case, you do you - if you want to say to a client they 
hard-fail 2.4.3 Focus Order, or you just want to say that technically 
they're not failing but could really improve the usability of the page 
by doing it differently.
