That's where we're thinslicing "is it *really* a link if it points back to the same page you're on but with different GET parameters?" In any case, you do you - if you want to say to a client they hard-fail 2.4.3 Focus Order, or you just want to say that technically they're not failing but could really improve the usability of the page by doing it differently.
