The round table on Print disability in Oz produce a decent Clear Print guide. https://printdisability.org/wp-content/uploads/2013/09/round_table_-clear_print_guidelines-PDF.pdf It rightly discusses that font design is a crucial element in this – just compare two fonts of the same nominal size like Arial and Calibri and kerning/spacing etc is an integral part of this. They state Clear print should use a minimum of 12 point.
