If the carousel allows "free-form" gestures to change slides, then it meets
2.5.1, even without buttons. See Figure 2: A free-form gesture
(Understanding Success Criterion 2.5.1: Pointer Gestures)

Examples of gesture requirements that do not meet 2.5.1: gestures along a
narrower path; or two finger gestures.

That said, Jonathan's suggestion of buttons is much better, and may also be
necessary to meet 2.1.1 Keyboard.
