Absolutely, because it is visual information critical to the larger understanding - that the 4.something (I do see a tiny bit of red on the fifth star) is a score: X/5 However low vision users will only understand that there are (.85?) unfilled-in stars, and not 5.85 [sic] unfilled-in stars if they can see those unfilled-in stars. (does that make sense?) Another way to think about this: filled in stars = "positive-data" and unfilled-in stars = "negative-data", and the user needs both pieces of data to get to the final conclusion (4 filled + 1 unfilled = maximum of 5 stars - thus this is a 5-star rating and not a 10-star rating).
