In the example, your tool output is missing a lang attribute.  I think:

<span aria-label=”Hawaii”>Hawai&#699;i</span>

should be:

<span lang="haw" aria-label=”Hawaii”>Hawai&#699;i</span>

Also providing an English version for assistive technology doesn't 
really feel right to me - you are denying the speech synthesizer user 
the proper pronunciation - although it may be a necessary hack given 
current tools and current markup mechanisms.

What is really needed, but might not exist at the moment, is the ability 
to add a phonetic alphabet encoding as an accessibility attribute, e.g. 
as the hypothetical:

<span lang="haw" XXphonetic="[həˈwɐjʔi]">Hawai&#699;i</span>

I've used one of the detailed IPA versions, from the Wikipedia article, 
but don't know if it is actually correct.  I would caveat that no 
practical phonetic transliteration can be completely accurately rendered 
without taking account of the language and regional accent
