You could talk to Dax Castro - https://www.linkedin.com/in/daxcastro/. He has developed a colour contrast validator for InDesign - https://accessibilityscripts.com/product/color-contrast-validator/. This product does not do what you are looking for, but it appears to contain some of the elements of what you would need. Dax clearly has some knowledge of the topic and may have a view on the viability of your requirement.
