Thanks Steve for the reference. The problem is that color contrast would need to analyze all the pixels around an image and its neighbors. The challenge would be figuring out where one image starts and another image ends. In addition, some areas of an image might comply while others fail as in the case of a map or complex photo behind text. You could get a lot of false failures for sure. I am betting this is why you do not see any automated contrast checkers out on the market today. The solution would be highly complex.
