Conformance for Desktop Software Applications

I would greatly appreciate advice about the appropriate conformance for a project.   

 

The project involves an accessibility audit of a desktop software application which runs on Windows and macOS (i.e. which has a native, non-browser UI)..

 

There is an objective to demonstrate an obligation to accessibility whilst taking into account conformance to the leading global accessibility standards.  The original intent is to achieve WCAG 2.1 level AA.

 

However, from the initial research I've done it seems more appropriate for this project to demonstrate conformance to EN 301 549 - Section 11 https://www.etsi.org/deliver/etsi_en/301500_301599/301549/02.01.02_60/en_301549v020102p.pdf which is harmonized with WCAG2ICT.  But my understanding, and apologies if this is incorrect, is that WCAG2ICT is not a standard so conformance does not apply hence using EN 301 549.
