Define "Complex Data Table"

Hi,
This e-mail came from reading the requirement in WCAG 1 and Section 508. I view a complex data table as one that has multiple rows or columns of headers for a single cell. I don't view a complex data table as having a single row, single column, or both. Is that correct?
