Htaccess scripting vs Web Security

Please take a look at http://www.w3.org/TR/2008/NOTE-WCAG20-TECHS-20081211/SVR2. This document is the only document that makes a reference to .htaccess. I am using it to deny visitors that I have reason to belive are spamming us, causing posting information into forums that cannot be removed, and other security related reasons.
