It's typical of an email naive user who has accidentally subscribed (e.g. web interface) or has been maliciously subscribed. They think they are getting spam, but fail to understand that, if it were real spam, there would be no point in replying. As far as I know, the list still fails to verify new subscribers. Nowadays, most (legitimate, non-marketing) lists send a pseudo-random challenge to new subscribers, and only those that reply correctly actually start receiving items from the list.
