Whether or not a user can modify text in a form field does not affect the importance of ensuring that the given field has a label. As far as making the counter box compliant, if you can arrow to it and read it and thus ascertain the number of characters, it should be fine. I wouldn't say that one has to hear the change every time a character is entered in the other box; that would be nice, but not a requirement. As long as the counter is accessible via the keyboard, the standard has been met. Does this mean someone may have to go in and out of forms mode a few times to keep checking the counter? Probably, but that's life. (My opinion only). My second question is how do I make this compliant? I understand that when a blind person enters text in the textarea they will not know that the textbox is changing.
