Gavin. As Ineke has already mentioned, there will be a law passed in Germany in coming May. § 11 implies that the federal government (i.e. ministries) only must conform web sites other software to accessibility guidelines, though at the moment it is still unclear what the guidelines will contain. Also unclear is who else besides the government will be obliged to produce accessible software. The guidelines for the executive should be out soon. Due to the federal system in Germany, there will be further legislatives on State level, too.
