Not with static HTML.  HTML is expected to be mainly text, so
a page with alt text in an alternative language is expected to
have a lot more normal text in that language.  You need to
contents negotiate, either using multiple static versions, or
generating alternatives on the fly, from a common master (being
careful to send the correct Vary and Last-Modified.. headers).
