The CD's would need to contain the operating system and you would need to subsidise the licences for that operating system. You might also need to provide the hardware (it's difficult to install software on Web TV and kiosks and much software in this area is Intel only). If the users are not using home machines or machines you supply, they may well get fired if they try and install the software; employers are taking tighter and tighter control of software configurations - in many cases the install will get wiped when the machine is rebooted.
