Hey Alastair,
I think there's a flaw in the user agent exception. Something like radio
buttons and checkboxes often use the size determined by the user agent. As
written, this SC would suggest content authors are not responsible for how
far they space those apart, unless they've adjusted the size of them. That
doesn't sound right to me.

I'm going to go -1 on this for now. Apologies for not spotting this sooner.
I'm not sure when the user agent exception got added but I clearly hadn't
looked at it carefully enough.
