I felt similarly, but I suspect there are a couple of audiences. I believe the designs tested well with people less familiar with the guidelines (although that's just from a hazy memory). How about: If you select 'expand all sections', it sets a preference [1] and defaults you to that for future pages. And vice-versa, if you select 'collapse all' then it defaults to collapsed. I don't know if that's feasible (in our time/budget), but it might be a subtle way of catering to our various audiences more effectively.
