Question: how does a person with good vision, be it a keyboard or mouse user, know that UI component like Sticky headers/footers needs to be interacted with, and on doing so, will reveal additional elements? Does he/she discover this functionality by accident? If not, whatever visual indicator is present to indicate this is covered by SC 2.4.7 IMO. If yes, it is a matter of poor design / functionality / usability that impacts all users. Hence I agree with Alastair: "we really can’t consider temporarily overlapping content a failure of 2.4.7".
