The way I understand this is this:

“region of the display that will accept a pointer action," -- This is the
definition
"such as the interactive area of a user interface component" -- This is an
example

Is this not the correct way to understand this? If not, please elaborate.
The way I read this, an interactive area is an example of a target; but
this doesn't say that all targets are interactive areas. The part that I
see as defining "target" does not say anything needs to happen in response
to a pointer action.

Are you saying that "pointer action" refers both to the actual pointer
event, and the thing that happens in response to it? If so, how can a
display accept output of an event? A touch display accepts input, not
output, right?

I agree my reading of it isn't the intended way to understand it. What I'm
suggesting is that the way the SC is intended to read isn't the only way
this can be read; I tried, and I don't see how the intended reading can be
understood from the language of the proposed SC.

This example you give is an interpretation, I hadn't understood it
this way. So it isn't even the space between two targets that matters,
there just needs to be some space of 44x44 around the target that doesn't
include any other targets. Is that right? If the SC was phrased like that
it would address all the potential oddities I can see with this. I'd still
much prefer this be written in terms of a circle with a 44px diameter, and
not as a square. Fingertips aren't square after all. Much of the web might
be boxes, but definitely not all of it is.

I think we should try to make the normative portion of WCAG as clear and
unambiguous as we can. If it turns out later we missed something, the
understanding docs can be used to explain what we think it should have
been. But understanding docs are informative, they do not have the
authoritativeness that WCAG itself has. Putting it there, instead of in
normative,  which will be translated and adopted into other standards,
seems to me like it might create unnecessary inconsistencies down the line.
