Re: CFC - Identify Common Controls, Identify Controls, and Issue responses

Hi Andrew there are a two other differences between version 1 and 2 in the
survey besides internal/external references.

   1. The first uses "user-specific inputs" the 2nd uses "user interface
   components"
   2. the first uses "meaning" and the second uses "purposes"

If we start to rally around one of those I can make these things match and
have just the internal vs external reference be the issue.
