CFC - Edits to SC 3.2.7 Change of Content

Based on the GH thread and original proposed response to this comment

The Working Group has a proposed change to the first two exceptions in 
SC 3.2.7 Change of Content. [1]

from:

  * There is a programmatically determined relationship between the new
    content and the control that triggers it;
  * The user has been advised of the change of content before, or as a
    result of using the control;

to

  *      There is a programmatically determined relationship between the
    new content and triggering mechanism;
  *      The user has been advised of the change of content before, or
    as a result of taking the action;

not been discussed already and feel that those concerns result in you 
“not being able to live with” this decision, please let the group know
