Based on the GH thread and original proposed response to this comment https://github.com/w3c/wcag21/issues/506  

The Working Group has a proposed change to the first two exceptions in SC 3.2.7 Change of Content. [1]

• There is a programmatically determined relationship between the new content and the control that triggers it;
• The user has been advised of the change of content before, or as a result of using the control;
to 
•     There is a programmatically determined relationship between the new content and triggering mechanism;
•     The user has been advised of the change of content before, or as a result of taking the action;
