Success Criterion 2.2.1 Timing Adjustable

Frustrated to note that the W3C's SBS survey tool does not meet this SC.

I just spent (lost) two hours of commenting on the Understanding Document
Language survey <https://www.w3.org/2002/09/wbs/66524/20170920_survey>,
because I was "kicked out" last night, and all of my draft responses were
lost when I attempted to submit the survey results today. I did not see or
receive any warning that this would happen, and I have no way of retrieving
all of my comments to re-submit.
