Could probably just switch "touch" with "pointer"
[Jason] I think Andrew has it right, as long as this is consistent with what the working group’s participants intend. It wasn’t clear to me what was intended, although I do recall discussion of applying it to pointer actions in general, as is reflected in the text of the SC, instead of limiting it to touch events.
