What repository collects global responses to WCAG 2.1

How do we collect observations to WCAG 2.0 as a whole? Is there a GitHub
location?

For example, I think personalization is not an SC it is a guideline that
applies to:
Resize Content, Clear Controls, Linearization, Adapting Text, extra help,
extra advanced help, consistent cues, extra symbols and lots more.

Many of the minimum -- xyz SCs would better be addressed with
personalization.

This is just an example of a global observation. There are many others.
Like, many SCs are not stand alone they must exist in groups. In WCAG 2.0
for example, keyboard access and info and relationships are useless for
blindness if only one is supplied.

Our current discussion does not discuss inter dependencies of SCs.

So, where do we record this? Only in email or is there a place in GitHub.
