Visual Presentation SC missing from WCAG 2.1

I just noticed that the WCAG 2.1 FPWD is missing the bullet list for 1.4.8 Visual Presentation.  The criterion text just ends with "...following:" and moves on to 1.4.9 (at least this is how my screen reader is reading it).
