I'm with Lisa on this AAA gets ignored.
[Jason] We have established reasons for placing a success criterion at Level AAA (e.g., it cannot feasibly be applied to all Web content). These reasons are decisive in determining where to place a proposal in the WCAG priority scheme.
If, as a matter of policy, implementors ignore success criteria at level AAA, this is a policy matter which should be addressed separately; it should not influence the working group’s decisions about appropriate classification of proposals as belonging at Level A, AA or AAA.
