how to submit a revised SC?

Hi Josh,

How do I create and submit new SC versions for all to review?

I am the SC Manager for:

  *   Accessible Authentication SC # 23<https://github.com/w3c/wcag21/issues/23> and
  *   Manageable Blocks SC # 24<https://github.com/w3c/wcag21/issues/24>

Their pull requests are at:

  *   Accessible Authentication SC # 91<https://github.com/w3c/wcag21/pull/91> (status = open) and
  *   Manageable Blocks SC # 90<https://github.com/w3c/wcag21/pull/90> (status = closed)
