I believe that this SC is clear enough to be added to 2.1 but welcome any comments or suggestions
[Jason] This proposal isn’t clear to me. A definition of “consistent cue” might help, but, upon reading this proposal, it’s far from evident what it requires beyond the provision we already make in WCAG 2.0, SC 3.2.4.
If we need a new success criterion, it needs to be very clear how it differs from those which are already in place. By contrast, 3.2.4 is much clearer and easier to understand.
