Because if the user does change the font displayed (e.g. in the browser, with an extension, bookmarklet etc), font icons can disappear when certain techniques are used by the author.



The WCAG/LVTF threads have gotten a bit muddled but initially I was suggesting that the SC text is updated to something like:

“Changing the font-family used on a web page does not cause loss of content or functionality.”



I.e. avoid ‘mechanism is available’ because people see that as “OMG Widgets!”.



The intention is the same as the original text you quoted, but making it clearer the user is trying to adapt the page, and certain things prevent that.
