Issue #62: Keyboard with AT - Looking for feedback

Hi all,

I'm looking to collect feedback and comments on Issue #62:  Keyboard with AT
<https://github.com/w3c/wcag21/issues/62> in order to move this proposed
MATF SC forward in the process.

David has suggested that the techniques listed in this proposal could be
rolled into another SC (for example 2.1.1 Keyboard) - and I'm inclined to
agree with him.  On this week's WCAG WG call we'll be discussing whether we
should be modifying existing SCs for WCAG 2.1, but if not 2.1 perhaps this
could be moved into 2.1.1 Keyboard for Silver.

Thoughts?
