You can't expect authors to do that. <span> and <div> are defined as being presentational / not carry any semantics, so you must assume that's how they're being used. Paradoxically, the only authors that would perhaps be willing to do this (because it's a technique/mechanism in WCAG 2.x) are exactly the authors that would already know to use appropriate semantic markup and not just generic <span> or <div> elements...so there's really no point?
