RE: Should we require labels to be always visible?

Ø  Notes are non-normative: Working Group Note, Interest Group Note (NOTE)

John, Patrick is not talking about a Working Group Note but a note in the normative section of a document.  Either way the note clarifies the intent of the term label which clearly shows it was the intent to mean it was available to all users and different from the accessible name.  Why would we go against the intent of the term defined in the note – that seems concerning.
