I've had the same issues before with content being missing. It's a browser support issue. GitHub doesn't support IE.

A little bit of troubleshooting:

1. I have no issue on my personal PC, so something on my company network/PC is blocking

2. Firefox in safe mode (add-ons disabled) still has the issue, so probably a block of something via proxy?

That looks like a respec issue because it isn’t pulling in the content from the separate files correctly.

Can anyone else with IE or FF on Windows reproduce this?

Thats interesting Steve - I can see it ok (using Opera/Chrome) but it's not so hot in Safari..

What browser are you using?

Thanks

PS – The RawGit link does not show WCAG in full and is missing quite a bit including all success criteria.

The Working Group has reviewed and approved a new Success Criterion for inclusion in the Editor’s Draft: Character Key Shortcuts, at level AA, with the goal of obtaining additional input external to the working group.
