And once again, at the risk of sounding like a broken record...I'd 
rather see no further attempts at exceptions being made...instead moving 
this to Silver as a best practice, and (outside of the hard pass/fail 
testable criteria) actually saying something like  "important controls 
should be large enough to be comfortably used with touch, mouse, stylus, 
etc without the need for the user to zoom as that may result in 
horizontal and vertical scrolling").

The more attempts at making this palatable and non-onerous for 
developers, and not making it fail with the large corpus of sites out 
there not designed to be touch-friendly, the less use we'll actually get 
in solving the underlying issue for users.
