CfC: Checklist for Proposals

CALL FOR CONSENSUS – ends Thursday August 11 at 4:45pm Boston time.

This is a call for a Checklist for Proposals for new or changed Success Criteria.  The checklist was discussed on the WG call, and approved (http://www.w3.org/2016/08/09-wai-wcag-minutes.html#resolution03).
