I agree with you.

The same holds for the proposal of a "last reviewed date". The last reviewed date should always be the date on which the entire document is approved for publication; otherwise, the reviewers within the working group aren't doing their work properly prior to, or during, the call for consensus period.

Having a different date doesn't make sense to me.
