I had an action item to update the proposed failure technique for regions of a page, addressing concerns on the call. I think I have done that, and ensured that the sections do not contain trivial content that would not be necessary to distinguish. I did this by updating the text of the failure and adding to the Understanding: "An exception would when the content is not really a region (a group of cohesive content).
