I was confused when I first read "where no minimum contrast is required" it made the sentence long and hard to parse. I thought that the word "where" was the beginning of a conditional phrase. If #2 is an exception then the 5:1 ratio doesn't apply and we needn't say "where no minimum contrast is required." If necessary we could clarify it in the understanding. Also we want to harmonize with TEITAC if we can Here is their version TEITAC VERSION Except for large-scale text, presentation of text (and images of text) in electronic documents must have a default contrast ratio of at least 5:1, except if the text is unavailable items or pure decoration. Large-scale text (or images of large-scale text) can allow a contrast ratio of at least 3:1.
